Include a component of training and job creation in communities that suffer from energy poverty as they electrify and remodel homes. Energy poverty in Baja California does not have to be permanent. There are clean technologies that can be easily incorporated into homes. However, the joint work of communities, federal and local government agencies, and NGOs is needed to support the legalization of land, create programs to condition homes, and install modern equipment that provides them clean electricity.
